Ans: After harmonisation, one single means-testing mechanism for determining financial assistance to both KG and CCC parents will be adopted. The ambit of the Kindergarten Fee Remission Scheme (KGFRS) will be expanded to replace the Child Care Centre Fee Assistance Scheme (CCCFAS) to cover all children aged 0-6. The KGFRS which is at present granted at rates appropriate to half-day and full-day school fee will be revised to calculate on the basis of the school fee for only half-day KGs because from an educational point of view, a half-day KG programme will suffice for children aged 3-6. The full-day rates of fee remission will only be payable to parents when they have passed the
social need test apart from the means test.
After harmonisation, KGFRS will continue to be available to KG children. Children newly enrolled to CCCs and KGs after harmonisation will also receive KGFRS. If beneficiaries of the existing KGFRS and CCCFAS will receive less assistance under the revised KGFRS, they will continue to receive assistance under the existing schemes until they are promoted to primary school and they will enjoy this arrangement despite their changing pre-primary institutions during the transition.
