The Education Bureau has refined the Performance Indicators (PIs) (please refer to the Education Bureau Circular No. 20/2017 Free Quality Kindergarten Education Scheme Performance Indicators (Kindergartens) for details) to dovetail with the development of education, changes of the society and children’s developmental needs. PIs serve as a reference for evaluating and assessing the performance of kindergartens so as to facilitate school sustainable development.
The Advisory Group on the Review of PIs, comprising early childhood education experts, frontline early childhood educators and lay members was set up by the EDB in 2014 to gauge comments and suggestions from various stakeholders. Views and practical experiences were also collected from tertiary education institutions, school sponsoring bodies and kindergartens through on-site interviews, try-out programmes, etc. In addition, by drawing reference from local and international research findings and practices, the EDB was working in partnership with the kindergarten sector to refine the PIs, and to tie in with the implementation of the kindergarten education scheme and the Kindergarten Education Curriculum Guide (2017), with a view to enhancing the Quality Assurance Framework.
Framework of the Performance Indicators for Kindergartens
Performance Indicators (Kindergartens) include four major "Domains", consisting eleven "Areas", so as to emphasise the different important parts of school work, guiding kindergartens to comprehensively evaluate the effectiveness of their work.
