First School Allocation Exercise 2024



Introduction

 

The First School Allocation Exercise (SAE) 2024 has started.  Two vacant school premises in Sha Tin District are open for application by eligible school sponsoring bodies (SSBs) in Hong Kong for reprovisioning of existing aided or Direct Subsidy Scheme primary schools, with a view to improving learning and teaching environment.

Submission of Application

 

Applicants who are interested in applying for the school premises should follow the procedures below:

(1)SSBs should complete and submit an electronic SAE application form and upload the following required documents via the Electronic Form Submission System of the Education Bureau (https://eformss.edb.gov.hk/eformss/Form100) no later than 5 pm on 22 May 2024:
(i)detailed information on their eligibility (i.e. incorporation document and certificate of exemption from tax);
(ii)a proposed school plan (of no more than 10 pages including all annexes), a two-page executive summary and a list of operating schools run by the SSB with addresses and types;
(iii)other supporting documents as listed in the electronic application form.

SSBs may also make reference to the school(s) that they are operating and their respective performance to substantiate their cases.  They should also include information as regards the views from parents and teachers about the reprovisioning plan.  For the proposed school plan, contents in pages exceeding the page limits (as mentioned in (ii) above) would not be considered.

(2)In addition, 22 copies each of the proposed school plan, the executive summary and list of operating schools run by the SSB with addresses and types (documents as detailed in paragraph 1(ii) above) should reach the Education Bureau at the following address no later than 5 pm on 22 May 2024:

(3)Late or incomplete applications, or applications without providing all the required documents or proof, will not be processed.

The invitation for application and submission of detailed school proposal is non-binding in nature.  It does not constitute any kind of offer or the basis of any kind of offer to any party for school allocation, nor does it create any legal obligations on the Government.  It does not prejudice any future scrutiny by the School Allocation Committee/ Government, nor commit them to any course of action including whether or not to approve any allocation at all, irrespective of the number of applications received.  Nothing in this invitation shall oblige the Government to allocate the premises to any party at any time.
