Introduction
School Allocation Exercise 2003 has started. School premises including Direct Subsidy Scheme (DSS) senior secondary schools, DSS/aided secondary schools and estate kindergartens will be made available for allocation in this exercise. [For press release, please click here (21 KB)]
The applicant body is required to submit a proposed school plan of not more than 10 PAGES including all annexes plus a 3-page executive summary. School Sponsoring Bodies (SSBs) with school(s) under operation currently may make reference to other school(s) that they are operating to substantiate their case.
Allocation of schools will be considered by a School Allocation Committee (SAC) (6 KB) (for updated membership list, please click here) comprising both government officials and non-officials familiar with the Hong Kong education system. Allocation of school premises is on a competitive basis. Selection will be based on assessment of the applicant bodies' proposed school plans for the new schools, including their vision and mission, management and organisation, teaching and learning, school ethos and support for students, performance targets and self-evaluation indicators, etc. In the case of existing SSBs, their track record in school operation will also be taken into account.

Submission of Application Form and Proposed School Plan

For new SSBs not operating any school currently, a proposed school plan [NOT MORE THAN 10 PAGES including all annexes] plus a 3-page executive summary are required.

For existing SSBs with school(s) under operation currently, a proposed school plan [NOT MORE THAN 10 PAGES including all annexes] plus a 3-page executive summary are required. To substantiate their case, SSBs may make reference to other school(s) that they are operating.

Should the proposed school plan contain more than 10 pages, the application might be adversely affected.

Applicant bodies are required to submit one copy of each of their application forms and detailed information on their eligibility [i.e. incorporation document and certificate of exemption from tax], together with 15 copies each of the documents as stated in (1) or (2) above to the following address by

Fifteen soft copies of the proposed school plan in the form of diskettes or CD-ROM are also acceptable. Late submission or incomplete application may not be entertained.
