Introduction
School Allocation Exercise 2004 has started. School premises for reprovisioning of existing government and aided secondary schools in sub-standard premises are made available for allocation in this exercise. Schools classified as non-feasible under the School Improvement Programme or have benefited marginally from the Programme, with site area less than 3,000 square metres and premises over 30 years old will be favourably considered. As these are reprovisioning projects, schools which have been allocated the new premises are required to surrender their existing premises to the Government upon relocation.
The applicant body is required to complete a reprovisioning application form and submit it together with supporting documents including detailed information on their eligibility, a survey form on the facilities, physical conditions and land/building status of the existing school, an undertaking of the SSB to surrender the existing premises upon relocation of the school, and a proposed school plan of not more than 10 PAGES including all annexes plus a 3-page executive summary. The applicant SSB may make reference to the school(s) that the applicant SSB is operating and their respective performance to substantiate its case and should include information as regards parents' views about the reprovisioning plan as appropriate.
Allocation of schools will be considered by a School Allocation Committee (SAC) (28 KB) (for updated membership list, please click here) comprising both government officials and non-officials familiar with the Hong Kong education system. Allocation of school premises is on a competitive basis. Quality of education will be prime consideration in assessing schools' reprovisioning applications. Factors to be considered may include the operation track record of the school proposed to be reprovisioned and the school plan for the school after relocation.

Submission of Application Form and Proposed School Plan

The applicants should submit a proposed school plan [NOT MORE THAN 10 PAGES including all annexes] plus a 3-page executive summary. SSBs may also make reference to the school(s) that they are operating and their respective performance to substantiate their case. They should also include information as regards parents' views about the reprovisioning plan.

Should the proposed school plan contain more than 10 pages, the application might be adversely affected.

One application form should be used for each school for reprovisioning.

Applicant bodies are required to submit one copy each of their application forms (including a survey form on the facilities, physical conditions and land/building status of the existing school, an undertaking of the SSB to surrender the existing premises upon relocation of the school) and detailed information on their eligibility [i.e. incorporation document and certificate of exemption from tax], together with 15 copies each of the documents as stated in (1) above to the following address by
