Stakeholder Survey
Stakeholder Survey is a set of self-evaluation questionnaires for schools to collect the views of teachers, specialists, parents and students on school work. The results of the survey serve as the data source for a number of items of the Key Performance Measures. Schools are reminded to conduct the survey anonymously (regardless of whether it is conducted in paper or electronic mode) and provide sufficient time for stakeholders to complete the questionnaire themselves.

What are the target groups of the SHS?

What are the major revisions in the updated SHS for aligning school self-evaluation (SSE) under the enhanced School Development and Accountability (SDA) framework?
SHS is one of evaluation tools developed in line with the Performance Indicators for Hong Kong Schools. To tie in with the latest trends of education development and implementation of the enhanced SSE, the items of SHS are updated accordingly to facilitate schools to enhance their effectiveness of self-evaluation. For instance, stakeholders’ perceptions on student learning and teaching inside and outside of the classroom are collected to further support schools to conduct evidence-based SSE.

How frequently should schools conduct the SHS?
Schools have to conduct the survey annually under the enhanced SDA framework.

How do schools administer the SHS?
Schools should use schools' E-platform for School Development and Accountability (ESDA) as far as possible for administering SHS to alleviate schools' workload in collecting and managing the survey data and to reduce the consumption of paper. After completing the SHS, schools can use ESDA to export the SHS reports for their reference in SSE.

Which school personnel should complete the Teacher Questionnaire of the SHS?
School personnel, including principal, vice-principal(s), teachers teaching for the whole year and supply teachers teaching over 13 weeks, have to complete the survey anonymously.

Which grade levels of students are suitable to complete the Student Questionnaire of the SHS?
The Student Questionnaire of the SHS is suitable for local students from Primary 3 to Primary 6 and secondary school students of all levels. It is applicable to all primary and secondary schools in Hong Kong. Special schools should decide on whether to administer the student questionnaire based on their students’ ability.

Are the SHS applicable to special schools?
A separate version of the SHS for use by special schools has been developed, including questionnaires exclusively designed for specialists in special schools and questionnaires for teachers, students and parents, which have been adjusted to cater for circumstances in special schools. Special schools may decide whether to use student questionnaires based on students' abilities. If students are able to complete the questionnaire independently or with assistance provided by the school, special schools may then consider using student questionnaires.

How should schools interpret the option of "neutral"?
"Neutral" signifies an opinion which is unbiased towards "agree" or "disagree". If stakeholders don't know or don't understand the item, or have no opinion about the item, they may select "Don't know/N.A." instead of "Neutral".
10.
How should the “through-train” schools complete the Teacher Questionnaires?
The "through-train" schools can decide how to administer the Teacher Questionnaire survey according to their school context. For instance, if a teacher teaches either primary or secondary section, the school can distribute the relevant questionnaire (either primary or secondary) to the teacher. If a teacher teaches both primary and secondary sections, the school can distribute the questionnaire of the section in which the teacher has a relatively heavier teaching load.

When schools conduct Stakeholder Survey (students or parents) for collecting data for the KPM, what is the minimum percentage of stakeholders that must be randomly sampled to make the survey results acceptable?
In general, the questionnaire surveys should cover all levels as much as possible. The greater the number of respondents for the questionnaires, the more accurate the average scores in reflecting the overall perception. In handling student questionnaire surveys, many schools already have good practices which require all students to complete questionnaires yearly to provide data for their annual self-evaluation. Considering the operation of schools and the need for representative data, schools may conduct sampling through the e-Platform of School Development and Accountability (ESDA) and draw a sample made up of not less than half of the students covering all levels (secondary schools may choose whether to cover Secondary 6 students according to their school contexts) for a questionnaire survey. For example, schools may use odd or even class numbers to select students to conduct questionnaire surveys. While reducing the number of questionnaires, it also ensures that the results are representative. For schools with a small number of students, such as less than 35 students in half of a level, it is recommended that all students at that level fill out the questionnaire. For the parents’ stakeholder survey, the practice is theoretically the same. However, due to different school contexts, schools may continue to use their previous sampling method to arrange for parents to fill in the questionnaire.

Can tablet computer devices be used to conduct the Stakeholder Survey (SHS) to relieve the workload of school personnel?
The online SHS and APASO surveys could be published directly on ESDA. The stakeholders could complete the questionnaires by desktop or tablet computer devices, to help relieve the workload of school personnel.
