Training Requirements - Promotion of Teachers in Aided Schools


1. Enhanced Training Requirements for Promotion
(Applicable to teachers promoted on or after 1 September 2020)

Starting from the 2020/21 school year, the EDB has implemented the enhanced training requirements for promotion. The training includes the Core and Elective Parts. To be eligible for promotion to a higher rank [1], all teachers in aided schools must fulfill relevant training requirements as stated in the Codes of Aid, and obtain endorsement from School Management Committees (SMCs) / Incorporated Management Committees (IMCs) for the training undertaken.

The above arrangement comes with a three-year transition period (from 1 September 2020 to 31 August 2023). From 1 September 2023 onwards, teachers are required to fulfill the Enhanced Training Requirements for Promotion to be eligible for substantive promotion.

Completed the following parts within the previous ten years from the date of substantive promotion to a higher rank:

  • Refresher Training (90 hours) (Promotion to PSM / SPSM / SGM / PGM)
  • Management Training (40 hours) (Promotion to SPSM / PGM)

[1] The higher ranks are Primary School Master/Mistress (PSM), Senior Primary School Master/Mistress (SPSM), Senior Graduate Master/Mistress (SGM), and Principal Graduate Master/Mistress (PGM).

[2] The three-year transition period is from 1 September 2020 to 31 August 2023.


Details of Enhanced Training Requirements for Promotion:

  • For the Core Part, teachers must complete 30 hours of designated training programmes provided by the EDB. It focuses on the necessary competencies required for school leaders, including professional conduct and values, national and international development, educational issues, as well as leadership and reflective skills. Teachers could apply for the training programmes of the Core Part through the Training Calendar System (TCS).
  • For the Elective Part, teachers must undertake 60 hours (for promotion to PSM/SGM) or 100 hours (for promotion to SPSM/PGM) of training, based on the professional knowledge needed for respective promotion posts. The training in the Elective Part should be endorsed by the School Management Committees (SMCs)/Incorporate Management Committees (IMCs) as fulfilling the training requirements for promotion.
  • The validity period of the training undertaken for promotion purpose is five years. Teachers must complete the designated training programmes in the Core Part and the required hours of training in the Elective Part within the previous five years from the date of substantive promotion to a higher rank.

2. Training Requirements for Promotion of Teachers in Aided Schools (in effect till 31 August 2023)

Under the training requirements for promotion of teachers in aided schools, aided school teachers must have undertaken specified training course(s) as stated in the Codes of Aid, or other equivalent training course(s) acceptable to the Incorporated Management Committee / Permanent Secretary for Education in order to be eligible for substantive promotion to a higher rank. The specified training courses refer to refresher training and management training courses.

For IMC schools, the Incorporated Management Committee can assess whether course(s) undertaken by the candidate is considered as acceptable/equivalent to the training course specified on the basis of the criteria/guiding principles as prescribed in paragraph 3 of Attachment 6.

For non-IMC schools, schools may seek advice on the equivalence of the training course(s) undertaken by the candidate by forwarding copy of the certificate, transcript and official documents showing the course contents and number of contact hours of the course(s) to respective School Development Officer for assessment.
